The cross regulator is to be constructed to control water level of Khoidum pat and Phumlen pat as to avoid submergence of surrounding villages of Hiyanglam. During the monsoon season the water level of Imphal River increases and flows into the two water bodies mentioned above. In order to control the inflow the structure is required.
